Update and pin all of our GitHub Actions dependencies.
We're seeing quite a lot of warnings coming from the
rust-cachecrate (which is woefully out of date). The errors link to a GitHub deprecation blog post from 2022: https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/So it's probably time we updated these dependencies. Pinning them also protects against supply chain attacks.
