Because the test had an auth event as a deliberately missing event (the membership), it also relied on the faulty assumption that the homeserver wouldn't notice that first.
Dendrite was failing because we were trying to hit
/event_authbefore backfilling. Modifying the test to send the membership first and then to perform the checks on three timeline events resolves the problem.
