Extends the conditions for unit limits to include resource counts.
Somewhat threw this together, but seems the resource count data isn't as workable as imagined.
If anyone has thoughts on producing a better count, that would help, right now I'm looking at a relatively opaque char pointer that seems to almost work but has some wonkiness in it and some other limitations.
The concept of resources in counts is also not very well supported already, which doesn't help.
Marked as WIP as it shouldn't really be considered in its current state.
