Summary of changes
Asana Ticket: RTS crash trying to play back PA message for some stations
This increases the timeout when fetching audio files from Watts, in order to work around some errors we saw with large PA messages targeting many stations. The theory is that this is an incremental bandwidth issue from getting many files at once, and that increasing the timeout will be a sufficient workaround for now. We will investigate a followup refactor to avoid unnecessarily requesting the same file multiple times in these cases.
