Summary

Chrome 144 adds support for the <geolocation> element; see https://chromestatus.com/feature/5125006551416832.

This PR adds support data for the element itself and the associated HTMLGeolocationElement DOM interface.

I'll set this to a draft for now, because the specification URL hasn't yet been added to browser-specs. See w3c/browser-specs#2107 for progress on that.
