In essence doing the same as the old script. The only notable difference
is to only accept two types of repos: either golang or generic with
`LIC_SUM...sha256` sum. This is because we don't have "special" repos in
the context of Mender Client release.

During a release, the generation will start as soon as the first release
candidate is tagged, while the actual publication will happen only on
final tags.

Note that this repository aggregates the licenses of all Mender Client
repositories, hence publishes direct into Mender Docs > Mender Client
page.

These are all the test submodules that we use across Mender Client and
should be safe to ignore.

The motivation of this "new feature" is to be able to detect when are we
missing licenses from other vendored code that we actually distribute or
link through Mender Client components.
