Fix PKI bypasses for MESHTASTIC_MINIMIZE_BUILD=1

MESHTASTIC_MINIMIZE_BUILD=1 excludes PKI and these code sections weren't checking that flag. Now the minimal setup builds.

It's not clear to me why PKI would ever be disabled in a modern build - is the better fix to strip out PKI checks?
