Test Plan:

Run UT:

python test_gemm_reduce_scatter.py -k test_gemm_reduce_scatter_fused_scatter

Run benchmark:

torchrun --nnodes 1 --nproc-per-node 8 --rdzv-backend c10d --rdzv-endpoint localhost:0 --no_python python3 benchmark/benchmark_matmul_reduce_scatter.py
