Use gha_workflow_preview_build_wheels rather then gha_workflow_build_preview_wheels_policy

OIDC uses role rather then policy like this:

role-to-assume: arn:aws:iam::749337293305:role/gha_workflow_build_preview_wheels

Followup PR - change variable name wheel-nightly-policy->wheel-nightly-role
