The CONTRIBUTING.md is a bit special in our Github org. Iwould like to separate the development guide from this docuement.

Description
The CONTRIBUTING.md is a bit special in our Github org and points to our Open Source contribution guidelines for metal-stack. I would like to separate the development guide from this document into an own document such that this repository is not different from the others in the metal-stack landscape in this regard.
