@cigamit Can you test this PR? It seems to improve stability of chocolately package installation for me especially when provisioning to EC2 with many students. I'm curious to see how it works for you. I leave the default public source for chocolately to allow pulling packages from public if local repo is not responding or package is not available locally for any reason. |

When local_chocolatey variable is set to True, pulls chocolatey packages locally to dc and install packages from this local repo. this should prevent some transient errors with pulling packages from chocolatey.
