fixes a runtime error in the get_decay_momenta_from_vegas_samples function, and adds a check for on-shell mediators to ensure non-zero coupling. @mhostert this last feature is useful on the SIREN end to turn off the effect of new mediators, but let me know if you think there is a better way to handle it
