Add table for general information

A single table, similar to that of the glossary, has been added.

I might have missed something on the SQL configuration for this table. For instance, do I have to add the corresponding alter table at the beginning?

We had a discussion with @JowieXiang and @balcse since we were considering that it could be better to transform the "news" concenpt into an object that belong to categories, this way we can accept evolution in MICADO adding more categories and managing the content properly.
At the moment we have the event table that could be used in this way and this allows NGO to enter information on "news", "announcement", "courses", etc
Look if you can use that table instead of the one you were thinking.
