build: Downgrade msal[broker] and azure-mgmt-resource package to compatible version

Purpose

• The purpose of this PR is to downgrade the versions of the msal[broker] and azure-mgmt-resource packages to specific versions (1.24.0b1 and 23.1.0b2, respectively) to resolve compatibility issues with other dependencies in the environment
