Purpose
This pull request makes a minor update to the resource group tags in the
infra/bicep/main.bicepfile. The change adds a new tag to capture the username of the deployer, improving traceability for deployments.CreatedBytag to the resource group tags, using the username part of the deployer's principal name.Does this introduce a breaking change?
