- log extra error from test process to console without mocha redirection
- use FLUID_TEST_VERBOSE to control child logging that now optional outputs messaging and select telemetry

apart from explicit test utils and some exceptions. Explicitly allow /alpha, /beta, and /legacy without lint suppression.
Configure presence multi-client testing to have a single writer and all others read only. Add test infrastructure support to have uniquely reader clients in a session. Token provider need only specify write scope during attach.
