  This pull request updates the Docker build and push workflow to dynamically determine the container registry URL, improving flexibility and maintainability. The changes include introducing a new step to fetch the registry URL and updating the Docker image tags to use this dynamic value.

Workflow improvements:

• .github/workflows/docker-build-and-push.yml: Added a new step, "Get registry," to dynamically set the container registry URL using the ACR_LOGIN_SERVER secret or a default value (acrlogin.azurecr.io).
• .github/workflows/docker-build-and-push.yml: Updated the Docker image tags for both backend and frontend builds to use the dynamically determined registry URL (steps.registry.outputs.ext_registry) instead of the hardcoded ACR_LOGIN_SERVER. [1] [2]
