ci: clean up and optimize deploy workflow with updated Bicep usage

Purpose

This pull request simplifies and refines the deployment workflow in .github/workflows/deploy.yml by updating resource management steps, removing redundant operations, and ensuring cleanup tasks run consistently. Below are the most important changes:

Resource Management Updates:

• Updated the Bicep template used in the deployment process from infra/macae.bicep to infra/main.bicep, and removed the unnecessary cosmosLocation parameter.
