Set workspace baseUrl when creating a workspace

• Sets the workspace baseUrl when creating a workspace using the BaseUrl passed in settings. If not default to OpenApiConstants.BaseRegistryUrl
• Use current working directory to resolve file paths if baseUrl matches the default BaseRegistryUrl

Fixes:

• Set workspace baseUrl to settings.BaseUrl when workspace is created from loading entry document #1838
• When loading files, if the baseUrl equals OpenApiConstants.BaseRegistryUrl then use current working directory #1839
