Added in information regarding the vintage, i.e. temporal specificity, of the data. This information is based upon the existing README, looking at the README of the related Microsoft US Buildings dataset, and investigating the available Maxar optical imagery products for Uganda and Tanzania.

Maintainers welcomed to add further specifics not gather-able by aforementioned means. Understanding the imagery characteristics, i.e. platform(s), sensor(s), and time span they cover (even though they are composites) will greatly improve the utility and uptake of this useful dataset.
