This PR updates the sample Dockerfiles to .NET Framework 4.8.1.

It also removes Server 2019 and Server 2016 images because those platforms don't support 4.8.1.

Similar to dotnet/dotnet-docker#6546, this results in us publishing samples only for Windows Server 2022. Server 2022 is ideal because it has the latest .NET Framework version and it's also forward-compatible with Server 2025 and Windows 11 hosts.
