Updating some rnx-kit packages to update our version of esbuild for CG and just generally keep tooling up to date.
@rnx-kit/cli -> 0.18.0
@rnx-kit/metro-config -> 2.0.0
@rnx-kit/jest-preset -> 0.2.0
I didn't bump @rnx-kit/eslint-plugin as I wasn't sure how far it made sense to bump it.
Tested build, bundle on win32.
