[gloo] use vcpkg_find_cuda from cuda port

• Help [libtorch] update to v2.7.1 with dependent port changes #46700
• Use vcpkg_find_cuda from cuda port

The port fails to configure CUDA and NCCL in some environments.

• Check nccl use and add dependency
