Dispatched runs were failing because they still looked for a GitHub release via properties that are not defined. Also, upload artifacts to the GitHub release recursively, avoiding directories.
It's default is to automatically detect the repo's convention, which is great.
Missing LCL files are a normal consequence of creating a new library, and unless we get successful builds out after creating that library, translations will never be provided (thus resolving the warning).
This reverts commit 20e285c. This workaround is no longer needed with the 9.0.200 .NET SDK.
