Fix GitHub release workflow in dispatched runs

Dispatched runs were failing because they still looked for a GitHub release via properties that are not defined.
Also, upload artifacts to the GitHub release recursively, avoiding directories.

Missing LCL files are a normal consequence of creating a new library, and unless we get successful builds out after creating that library, translations will never be provided (thus resolving the warning).
