This PR upgrades the Azure extension dependencies to their latest versions as requested:

The upgrade required several compatibility fixes:
Dependency alignment: The newer versions of
azureutils
andazureappsettings
both requirevscode-azext-utils@^3.4.0
, so all three packages needed to be upgraded together to resolve type conflicts.VS Code engine update: Updated the minimum VS Code engine from
^1.95.0
to^1.98.0
and corresponding@types/vscode
to support new API requirements in the upgraded dependencies.Missing type declaration: Added a temporary type declaration for
AuthenticationSessionRequest
interface that the upgraded packages expect but isn't yet available in the VS Code API types.Verification
