[WIP] Fix test for codingAgent.codeLens setting

• Update the 'should provide code lenses for TODO comments' test to explicitly enable githubPullRequests.codingAgent.codeLens setting
• Rename the existing test to better describe that it tests disabling the codeLens setting
• Run lint and hygiene checks to verify the fix
• Reply to the comment with the commit hash
