This is a minor update to the windows-targets crate to forward the
linkmacro forraw-dylibsupport rather than implementing it directly (#3670). This just simplifies maintenance but I would like to publish this update before a major update to both the windows-link andwindows-targetscrates address the ABI changes (#3669, #3672).
