There is maxFollows/unfollow per hour/daily but there is no likes per hour only likes per day throttle.
This is problematic because it can leads to the bot liking too much in a hour and get detected by Instagram #148
This PR aims to add a MAX_LIKES_PER_HOUR throttle.
