mitoen.core is sent as part of the bootstrap process of a child. Prior to this change it was transferred to the first stage compressed, then to the new Python process decompressed. Once there it was recompressed and cached.
This PR attempts to compress it just once on the root (master), then leep it compressed all the way through.
