Since there's now a dedicated valve entity type, we might as well restore them. Valve, Overflow valve, and Top-up valve, all basically the same as they were before. The only real exception is that this new entity type doesn't support circuit connections, which is odd because I can think of a few situations where you'd want to control whether they open or close, but I suppose you can use a Pump to cover that functionality.

I also added frozen_patch to them, which is why this also adds an optional dependency on Space Age, the same as #487.
