fix: full width in Chrome

Motivation and Context

Chrome does not display the Inspector UI full-width, but is instead centered.

How Has This Been Tested?

Verified in latest Chrome and Firefox.

@cliffhall I think I got this right, but you might want to check it. Resize works naturally now too.

Tested locally and it works for me, but then I can't dup on my mac with FF, Safari, or Chrome. I've asked @olaservo and @evalstate if they can give it a go, since they're both able to see the issue.
