Description

This PR adds a comprehensive pull request template and issue templates to standardize contributions to the OpenJudge project. The templates follow the project's contribution guidelines and help ensure that all pull requests and issues contain the necessary information for efficient review and processing.

The changes include:

  • Adding a PR template that guides contributors to provide version info, description of changes, and complete the checklist
  • Adding issue templates for bug reports and feature requests to improve issue quality
  • Ensuring the templates align with the contribution guidelines in docs/community/contributing.md
