Description

Adds docker-compose template to build an update GCBM container from FLINTcloud (https://github.com/moja-global/FLINT.Cloud/tree/gcbm-container).

We will update this to pull from the Github Container Repository once it has been published.

Note minor changes to file paths to work with Linux.

How Has This Been Tested?

Run locally. The simulation completes but it generates a number of SQL errors that need to be debugged.
