Bug: React Native Upgrade Breaks Start Script & React Version Compatibility

Upgrading react-native to 0.69.12 introduces two incompatibilities:

  1. The start script references the node_modules/react-native/local-cli/cli.js path, which was removed in React Native 0.60+. This causes a "file not found" error.
  2. React Native 0.69.12 requires React 17+ or 18+, but the package.json specifies React 15.4.2. This version mismatch will cause build or runtime failures.
