fix: send a nonce in oidc request by default COMPASS-8588

Description

Updates devtools-connect and oidc-plugin to latest to include mongodb-js/oidc-plugin#195. In addition, adds a checkbox that users can uncheck in case their oidc provider doesn't support the nonce parameter.
