feat(smoke-tests): test rpm installer for RHEL / Rocky linux COMPASS-8713

Description

Merging this PR will:

1. Implement the Linux .rpm installer (using the dnf command as that installs dependencies too and verifying compass --version via xvfb-run).
2. Arm CI to execute the smoke tests for the RHEL rpm installer (only running time-to-first-query for now).
