To allow for the tab to render titles based on the internal plugin state we would need to make changes to the workspace plugin structure similar to what we already did for collection subtabs. I'm going to be doing this in separate steps to avoid a big bang PR.

This first step is pretty straightforward: we move all providers that a workspace tab component needs into its own component so that later we can use the same provider component when rendering a custom tab title
