The Semantic Kernel team has made significant changes to their vector search implementation and testing framework. This PR adapts our pipeline to work with these upstream changes by configuring it to support their new testing mechanism and updated test execution. Additionally, I've done some clean up by removing the obsolete local and remote Atlas setup for C# Semantic Kernel tests, which is no longer needed with the refactored approach.
