Summary
Increase "recovery" period in
TestClientStressfrom 5 seconds to 10 seconds.Background & Motivation
These tests fail frequently, but almost exclusively on Windows. For now, we will try to double the recovery period and see if that makes the test more reliable. If that doesn't work, we should consider skipping that test on Windows.
