DRIVERS-3092

Ensure drivers are short-circuiting socket timeouts by validating if maxAwaitTimeMS < operational timeout for tailable awaitData cursors.

  • Update changelog.
  • Test changes in at least one language driver.
  • Test these changes against all server versions and topologies (including standalone, replica set, and sharded
    clusters).
