Description
This is a draft PR to kick off the actual investigation. My code is not intended to be merged, but it shows the changes needed to resolve the optimized battery issue. After applying these changes, Mozilla VPN can finally survive a restart, and it also no longer dies silently. I tested it with my Galaxy S23.
