Sirepo is upgrading to Python 3.13. This module failed to build with setup.py so automatically converted to pyproject.toml. Ran into some problems with pykern.pkcli.ci so fixed those, too, including Black formatting. Tests pass on 3.13. There was also a change to not use "locals()" in a function. Not sure why locals was needed when a normal dict worked fine.
