test: Add snowfall detection and icon selection tests

- Add 15 unit tests for snow detection logic in snow_detection_test.rs
- Add 9 snow icon selection tests to icon_name_validation_test.rs
- Add 5 provider/integration tests for snowfall data handling
- Update all test fixtures with snowfall/snowfall_sum fields
