The observer's TCP probes to the gateway PG port caused
a feedback loop: gateway logged EOF at ERROR, observer
scanned those logs and reported them as findings, creating
persistent false positives on every cycle.
- Add isProbeNoise() to skip "startup failed" and
"error handling message" EOF entries for multigateway
- Add JSON-aware log parsing with severity elevation for
ShardNeedsBootstrap and quorum errors
- Bump grace period from 60s to 2min, skip multiorch and
gateway probes during grace period
- Fix RBAC: add watch verb for nodes (controller-runtime
cached client requires watch, not just list)
- Bump multigres images from sha-d6c1048 to sha-8278fad
(includes fix for admin conn action lock starvation)
