Added the ability to set the various chromatic models constant in analyses. This is an important shortcut for full PTA analyses where we want to use complex noise models, but might not need to sample over all of the parameters of those models.
This also adds in the ability to set the number of basis frequencies from the DM and generic chromatic processes separately from the red noise number.
