`navigator.msMaxTouchPoints` is grater than 0 on IE11. It is enough to judge whether there is `ontouchstart`.

I can not use
v-click-outsidewell on Internet Explorer 11.It adds
touchstartevents on IE11.IE11 doesn't support it.
