This PR introduces the vehicle misbehavior detection algorithm. This algorithm checks the data contents of a vehicles BSM messages in sequence to verify if the vehicle is reporting key fields correctly. This includes checks on speed and rotation and validates that the reported behavior of a vehicle over multiple messages match what the vehicle is sending in each message.
