Improve alignment of quick settings menu

What does this implement/fix?

• Bump Dependency: Updated @jupyterlab/ui-components from ^4.1.6 to ^4.4.0.
• Quick Settings Enhancement: Added horizontalAlignment: 'right' to the Quick Settings menu.
