add rule to ensure task getters are abstract
refactor gradle rules so that they are grouped in the same provider
use depend on as well as access target for deprecated and internal rules to cover all use cases
compose predicates instead of using custom ArchCondition to avoid having to define the message (predicates will give us this for free)
